    Prepare the Flank Steak

    Slice the flank steak into thin strips, about 1/4 inch thick. Lay the strips flat on a cutting board.

    Marinate the Steak

    In a bowl, mix soy sauce, mirin, sake, brown sugar, sesame oil, salt, and black pepper. Pour the marinade over the sliced flank steak and let it marinate for at least 30 minutes.

    Prepare the Green Onions

    Trim the green onions to about 6-inch lengths. Set aside.

    Roll the Beef

    Remove the steak from the marinade and place 1-2 green onions at the edge of each steak strip. Roll the steak around the green onions and secure with toothpicks.

    Cook the Beef Negimaki

    Heat vegetable oil in a skillet over medium-high heat. Add the beef rolls and cook for about 2-3 minutes on each side, or until browned and cooked to your liking.

    Serve

    Remove from the skillet, let cool for a minute, and then remove toothpicks. Slice each roll into bite-sized pieces and serve with remaining marinade as a dipping sauce.
