Prepare the Filling
In a large mixing bowl, combine the ground pork, grated carrots, chopped onion, chopped bell pepper, minced garlic, soy sauce, salt, and pepper. Mix well until all ingredients are fully combined.

Assemble the Lumpia
Place a spring roll wrapper on a clean, flat surface. Spoon about 2 tablespoons of the pork mixture onto the wrapper, near the corner closest to you. Fold the corner over the filling, then fold in the sides and roll tightly to form a spring roll. Seal the edges with a little water. Repeat with remaining wrappers and filling.

Deep Fry the Lumpia
In a deep frying pan or pot, heat oil over medium-high heat. Once the oil is hot, carefully add the lumpia in batches, making sure not to overcrowd the pan. Fry until golden brown and crispy, about 3-4 minutes per side. Remove from oil and drain on paper towels.

Serve hot with your favorite dipping sauce.
