Prepare the Filling
In a large mixing bowl, combine ground pork, shredded carrots, chopped onion, chopped bell pepper, minced garlic, soy sauce, salt, and black pepper. Mix well until all ingredients are evenly combined.

Wrap the Lumpia
Take one egg roll wrapper and place it on a clean surface with one corner pointing towards you. Spoon about 2 tablespoons of the pork mixture onto the wrapper. Fold the bottom corner over the filling, then fold the sides inward and roll tightly to seal. Repeat with remaining wrappers and filling.

Heat the Oil
In a deep frying pan or pot, heat oil over medium-high heat until it reaches 350°F (175°C).

Fry the Lumpia
Carefully add the lumpia to the hot oil in batches, being careful not to overcrowd the pan. Fry until golden brown and crispy, about 3-4 minutes per side. Remove with a slotted spoon and drain on paper towels.

Serve hot with your favorite dipping sauce.
