    Marinate the Chicken

    In a large bowl, combine soy sauce, vinegar, minced garlic, bay leaves, and black peppercorns. Add the chicken thighs, ensuring they are fully submerged in the marinade. Cover and refrigerate for at least 1 hour, preferably overnight.

    Cook the Chicken

    In a large skillet or pot, heat cooking oil over medium heat. Remove chicken from the marinade, reserving the marinade for later. Sear the chicken in the hot oil until golden brown on both sides, about 5-7 minutes.

    Pour the reserved marinade and water into the skillet with the chicken. Bring to a boil, then reduce heat to low. Cover and simmer for 30-40 minutes, or until the chicken is tender and cooked through.

    Remove the chicken from the skillet and let it rest for a few minutes before slicing. To serve, place a generous scoop of cooked rice in a bowl, top with sliced chicken, spoon over some adobo sauce, and garnish with chopped green onions. Add a hard-boiled egg on the side if desired.
