Clean the fish thoroughly, making sure to remove any scales. Pat dry with paper towels. Season the fish inside and out with salt, black pepper, and garlic powder. Drizzle lemon juice over the fish and let it marinate for at least 15 minutes.

In a saucepan, combine the white rice and water. Bring to a boil, then reduce heat to low, cover, and simmer for about 18-20 minutes, or until the rice is tender and water is absorbed. Remove from heat and let it sit covered for an additional 5 minutes.

In a large frying pan, heat the vegetable oil over medium-high heat. Once hot, carefully add the marinated fish. Fry for about 5-7 minutes on each side or until the fish is golden brown and cooked through. Remove the fish from the pan and drain on paper towels.
