Gather all the ingredients. Make sure that the cooked jasmine rice is cooled and preferably a day old for the best texture.

Mince the garlic, slice the shallots, and finely chop the Bird’s Eye chili. Set aside.

Rinse the fresh basil leaves and pat them dry. Tear them into smaller pieces if they are large.
