Make Empanada Dough
Prepare or buy empanada dough discs. If making from scratch, mix flour, salt, and water until a dough forms. Roll out into thin circles.

Assemble Empanadas
Place a spoonful of the bean mixture and a few pieces of the fried sweet plantains in the center of each dough circle. Fold the dough over to create a half-moon shape and press the edges to seal. Use a fork to crimp the edges.

Cook Empanadas
Heat oil in a deep skillet or fryer. Fry the empanadas in batches until golden brown and crispy, about 3-4 minutes per side. Drain on paper towels.

Serve
Serve the empanadas warm, with your choice of dipping sauce or salsa.
