Prepare the Shrimp Filling
In a large skillet, heat olive oil over medium heat. Add minced garlic and sauté for 1 minute until fragrant. Add the shrimp, red bell pepper, onion, ground cumin, chili powder, salt, and black pepper. Cook until the shrimp are pink and cooked through, about 4-5 minutes. Remove from heat and let cool slightly.

Assemble the Quesadilla
Lay one flour tortilla flat on a clean surface. Sprinkle half of the shredded cheese over one half of the tortilla. Top with a portion of the shrimp filling, then sprinkle with more cheese, and fold the tortilla over to cover the filling.

Cook the Quesadilla
In the same skillet, add a little more olive oil if necessary and heat over medium heat. Place the quesadilla in the skillet and cook for 3-4 minutes on each side, or until the tortilla is golden brown and the cheese is melted. Remove from skillet and repeat with the remaining tortillas and filling.

Cut the quesadillas into wedges and serve warm with chopped cilantro, sour cream, and salsa on the side.
