Prepare the Filling
In a large skillet, heat olive oil over medium heat. Add minced garlic and sauté for about 30 seconds until fragrant. Add diced onion and red bell pepper, cooking until softened, about 5 minutes. Stir in shrimp, cumin, chili powder, black beans, and corn. Cook until shrimp are pink and cooked through, about 4-5 minutes. Remove from heat and stir in shredded cheddar cheese.

Assemble the Chimichangas
Place a tortilla on a flat surface. Spoon about 1/4 of the shrimp mixture in the center of the tortilla. Fold in the sides and roll it up tightly. Repeat with remaining tortillas and filling.

Fry the Chimichangas
In a deep skillet or fryer, heat oil to 350°F (175°C). Fry each chimichanga for about 3-4 minutes until golden brown and crispy. Remove and drain on paper towels.
