Prepare the Enchiladas
In a skillet over medium heat, heat olive oil and add the ground beef, cooking until browned. Drain excess fat and add chili powder, cumin, and salt to taste. Mix in half of the enchilada sauce and remove from heat. Warm tortillas and fill each with the beef mixture. Roll up and place in a baking dish. Pour remaining enchilada sauce over the top and sprinkle with shredded cheese. Bake at 350°F (175°C) for about 20 minutes.

Prepare the Chalupas
In a separate skillet, heat the chalupa shells until crispy. Spread refried beans on each shell, then top with shredded lettuce and diced tomatoes. You may add additional shredded cheese if desired.

Cook the Rice
Cook rice according to package instructions. Fluff with a fork before serving.

Serve
On a serving plate, place one beef enchilada, one chalupa, and a generous serving of cooked rice.
