Cook the Filling
In a skillet over medium heat, cook the ground beef or shredded chicken until fully cooked. Season with salt, pepper, cumin, and chili powder to taste.

Assemble the Chimichangas
Lay a flour tortilla flat, spread a layer of refried beans, add the cooked meat, and sprinkle shredded cheese on top. Fold in the sides and roll tightly to form a burrito shape.

Fry the Chimichangas
In a deep pan, heat cooking oil over medium-high heat. Once hot, carefully add the chimichangas, a few at a time, and fry until golden brown and crispy, about 3-4 minutes per side.

Serve
Remove the chimichangas from the oil and place on paper towels to drain excess oil. Serve topped with cheese sauce and with a side of rice, beans, lettuce, sour cream, guacamole, and pico de gallo.
