    Prepare the Chalupa

    In a skillet, heat olive oil over medium heat. Add ground beef or shredded chicken, chili powder, cumin, salt, and pepper. Cook until meat is browned and cooked through. Remove from heat and set aside.

    Fry the Tortillas

    In another skillet, heat a small amount of oil over medium-high heat. Fry each corn tortilla until golden and crispy, about 1-2 minutes per side. Drain on paper towels.

    Assemble the Chalupa

    On each crispy tortilla, layer the cooked meat, shredded lettuce, diced tomatoes, and a generous sprinkle of cheddar cheese.

    Prepare the Cheese Enchilada

    In a baking dish, spread a layer of refried beans on the bottom. Fill each corn tortilla with a mixture of cheese and any remaining meat, roll them up, and place them seam-side down in the dish.

    Bake the Enchiladas

    Top the rolled tortillas with additional cheese and salsa. Bake in a preheated oven at 350°F (175°C) for 20 minutes or until cheese is melted and bubbly.

    Serve the chalupa with a side of cheese enchiladas and refried beans. Top with sour cream and extra salsa if desired.
