    Cook the Filling

    In a large skillet over medium heat, cook the ground beef until browned. Drain excess fat. Add chopped onion, garlic, and green bell pepper. Sauté until vegetables are tender. Stir in taco seasoning and refried beans. Mix well and heat through.

    Prepare the Burritos

    Lay out a tortilla on a flat surface. Place about 1/4 cup of the beef mixture in the center, sprinkle with cheese, and roll it up tightly. Repeat with remaining tortillas and filling.

    Prepare the Enchiladas

    In a baking dish, spread a thin layer of enchilada sauce on the bottom. Place the rolled burritos seam-side down in the dish. Pour remaining enchilada sauce over the top and sprinkle with additional cheese.

    Preheat the oven to 350°F (175°C). Bake the assembled dish for 20-25 minutes until heated through and cheese is melted and bubbly.
