Prepare the Filling

In a skillet over medium heat, cook the ground beef until browned. Drain excess fat. Add diced onion, garlic powder, cumin, chili powder, salt, and black pepper. Cook until the onion is translucent.

Assemble the Chimichangas

In the center of each flour tortilla, place a portion of the beef mixture, a spoonful of refried beans, and a handful of shredded cheese. Fold the sides of the tortilla over the filling and roll it up tightly.

Fry the Chimichangas

In a large skillet, heat oil over medium-high heat. Fry each chimichanga seam-side down for about 3-4 minutes until golden brown. Carefully turn and fry the other side for another 3-4 minutes.

Drain and Serve

Once fried, remove the chimichangas from the oil and place on paper towels to drain. Serve hot with salsa, guacamole, or sour cream.
