Preparation of Sauce

Make the Sauce
In a medium saucepan, combine tomato sauce, chili powder, garlic powder, onion powder, cumin, salt, and water. Stir well to combine.

Simmer the Sauce
Bring the sauce to a simmer over medium heat. Reduce heat to low and let it simmer for about 10 minutes, stirring occasionally.
Filling the Enchiladas

Prepare the Filling
In a mixing bowl, combine the shredded cheese and refried beans. Mix well until fully incorporated.

Fill the Tortillas
Take a corn tortilla, add about 2 tablespoons of the cheese and bean mixture in the center, and roll it up tightly. Place seam-side down in a baking dish. Repeat until all tortillas are filled.
Baking the Enchiladas

Preheat the Oven
Preheat your oven to 350°F (175°C).

Add Sauce
Pour the simmered sauce evenly over the filled tortillas in the baking dish.

Garnish
Once out of the oven, let the enchiladas cool for a few minutes. Serve topped with sour cream, chopped cilantro, and sliced jalapeños as desired.
