Prepare the Filling
In a large skillet, heat a tablespoon of oil over medium heat. Add the diced onion, garlic, and bell pepper, sautéing until softened, about 5 minutes. Add the ground meat and cook until browned, breaking it apart with a spoon. Stir in the tomato sauce, olives, cumin, salt, black pepper, and cilantro. Let the filling simmer for 10 minutes, then remove from heat.

Make the Dough
In a large bowl, combine 2 cups of all-purpose flour with 1 teaspoon of salt. Gradually add 1/2 cup of warm water and mix until a dough forms. Knead the dough on a floured surface until smooth, about 5 minutes. Divide the dough into 10 equal balls and roll each into a circle.

Assemble the Pastelles
Preheat the oven to 375°F (190°C). Take one dough circle and place a generous tablespoon of filling in the center. Fold the dough over to create a half-moon shape and press the edges to seal. Repeat with the remaining dough and filling.

Place the assembled pastelles on a baking sheet lined with parchment paper. Brush the tops with a little oil. Bake for 25-30 minutes or until golden brown. Serve warm.
