    Sear the Beef

    In a large pot or Dutch oven, heat the olive oil over medium-high heat. Add the beef pieces and sear until browned on all sides. Remove the beef and set aside.

    Sauté the Vegetables

    In the same pot, add the chopped onion, garlic, and bell pepper. Sauté until the onions are translucent and the vegetables have softened.

    Combine Ingredients

    Return the seared beef to the pot. Add the sliced carrots, diced potatoes, tomato paste, beef broth, bay leaves, cumin, salt, and black pepper. Stir to combine.

    Simmer

    Bring the mixture to a boil, then reduce heat to low. Cover and let simmer for about 1.5 to 2 hours, or until the beef is tender.

    Serve

    Remove the bay leaves. Taste and adjust seasoning if necessary. Serve hot, garnished with fresh cilantro.
