Prepare the Oats
In a medium saucepan, bring the water and salt to a boil. Stir in the steel cut oats, reduce heat to low, cover, and simmer for 20-30 minutes, stirring occasionally, until the oats are tender and have absorbed most of the water.

Add Milk or Cream
Once the oats are cooked, stir in the milk or cream until combined. Cook for an additional 2-3 minutes to heat through.

Brulee the Top
Divide the oatmeal into serving bowls. Sprinkle 1 tablespoon of raw sugar on top of each bowl. Using a kitchen torch, carefully caramelize the sugar until it is golden and bubbly. If you don't have a torch, you can place the bowls under a broiler for a few minutes, watching closely to avoid burning.

Serve
Allow the bruleed sugar to cool for a minute before serving. Enjoy your Oatmeal Brulee warm!
