    Prepare the Milk Mixture

    In a large saucepan, bring the full-fat milk to a boil over medium heat. Once it starts boiling, reduce the heat and let it simmer, stirring frequently to prevent it from burning. Allow it to simmer until the milk reduces to about half its volume.

    Add Sugar and Flavorings

    Add the sugar, cardamom powder, and saffron strands to the reduced milk. Stir well until the sugar completely dissolves.

    Thicken the Mixture

    In a small bowl, mix the cornstarch with a few tablespoons of cold milk until smooth. Gradually add this mixture to the saucepan, stirring constantly until it thickens slightly.

    Incorporate Cream and Nuts

    Remove the saucepan from heat and stir in the heavy cream, rose water, chopped pistachios, and chopped almonds. Mix well until all ingredients are combined.

    Pour the mixture into kulfi molds or cups. Cover them with a lid or plastic wrap and freeze for at least 6 hours or until completely set.
