In a large mixing bowl, combine the chopped vegetables, cornstarch, all-purpose flour, ginger, garlic, green chilies, spring onions, soy sauce, tomato ketchup, salt, and pepper. Mix well until the ingredients are well incorporated and form a thick batter.
