Prepare the Rice
In a medium saucepan, combine the long-grain rice and water. Bring to a boil, then reduce heat to low, cover, and simmer for about 15 minutes or until the rice is tender and the water is absorbed. Remove from heat and let it sit covered for an additional 5 minutes.

Season the Shrimp
In a large bowl, combine the olive oil, garlic powder, paprika, salt, and black pepper. Add the shrimp and toss to coat evenly with the seasoning.

Grill the Shrimp
Preheat the grill to medium-high heat. Thread the seasoned shrimp onto skewers (if using wooden skewers, soak them in water for 30 minutes first). Grill the shrimp for about 2-3 minutes on each side, or until they are pink and opaque.

In a small saucepan, melt the butter over low heat. Keep warm until ready to serve.
