    Prepare the Filling

    In a skillet over medium heat, add a splash of vegetable oil. Add the shaved steak, green bell pepper, and onion. Season with salt and black pepper to taste. Cook until the steak is browned and the vegetables are tender, about 5-7 minutes. Remove from heat and let cool slightly.

    Assemble the Rolls

    Place an egg roll wrapper on a clean surface with one corner pointed towards you. Add a few tablespoons of the steak and veggie mixture in the center. Sprinkle some provolone cheese on top. Fold the bottom corner over the filling, then fold in the sides and roll tightly to seal. Repeat with remaining wrappers and filling.

    Fry the Rolls

    In a deep skillet, heat the vegetable oil to 350°F (175°C). Fry the rolls in batches, turning occasionally, until golden brown and crispy, about 3-4 minutes per side. Remove and drain on a paper towel.

    Prepare the Gravy

    While the rolls are frying, prepare the brown gravy according to package instructions, using the water. Stir until thickened.

    Serve the Philly rolls hot with warm brown gravy on the side for dipping.
