Bring a large pot of salted water to a boil. Add the penne pasta and cook according to package instructions until al dente. Drain and set aside.

Sauté Onions and Garlic
In a large skillet, heat olive oil over medium heat. Add the chopped onions and sauté until translucent, about 5 minutes. Add the minced garlic and sauté for an additional 1-2 minutes until fragrant.

Add Tomatoes and Seasonings
Stir in the chopped plum tomatoes, crushed red pepper flakes, salt, and black pepper. Cook for about 5-7 minutes, allowing the tomatoes to break down and release their juices.

Incorporate Cream and Cheese
Reduce the heat to low and stir in the heavy cream and grated Romano cheese. Mix well until the cheese is melted and the sauce is creamy.

Combine with Pasta
Add the cooked penne pasta to the sauce in the skillet. Toss until the pasta is well coated with the sauce. Cook for an additional 2-3 minutes to heat through.
