1. Mix the Vegetable Filling
In a large bowl, combine the shredded cabbage, grated carrot, chopped bell pepper, chopped green onions, minced garlic, grated ginger, soy sauce, sesame oil, salt, and pepper. Mix well and set aside.
Assemble the Spring Rolls

2. Assemble the Rolls
Lay a spring roll wrapper on a clean surface. Place a spoonful of the vegetable filling in the center of the wrapper. Fold the sides over the filling, then roll tightly from the bottom up. Seal the edge with a little water.

In a deep skillet or fryer, heat the vegetable oil over medium-high heat until hot.

Carefully add the spring rolls to the hot oil in batches, frying until golden brown and crispy, about 3-4 minutes. Remove and drain on paper towels.

In a small bowl, combine the diced mango, lemon juice, chili powder, and salt. Mix well and let it sit for flavors to meld.
