    Prepare the Mutton Filling

    In a mixing bowl, combine the ground mutton, finely chopped onion, minced garlic, minced ginger, soy sauce, salt, black pepper, chopped cilantro, and green chili. Mix well until all ingredients are fully incorporated.

    Make the Dumpling Wrappers

    In another bowl, mix 2 cups of all-purpose flour with water to form a smooth, pliable dough. Knead for about 5-7 minutes, then cover with a damp cloth and let it rest for 30 minutes.

    Form the Momos

    Once the dough has rested, divide it into small balls. Roll each ball out into a thin circle. Place a spoonful of the mutton filling in the center, then fold the edges over to create a half-moon shape. Pinch the edges to seal tightly.

    Steam the Momos

    Place the momos in a steamer lined with parchment paper to prevent sticking. Steam over boiling water for about 15-20 minutes, or until the wrappers are translucent and the filling is cooked through.

    Remove the momos from the steamer and serve hot with dipping sauce of your choice.
