Prepare the Dough
In a mixing bowl, combine all-purpose flour and a pinch of salt. Gradually add water and knead until you get a smooth, pliable dough. Cover the dough with a damp cloth and let it rest for 30 minutes.

Make the Filling
In a large skillet, heat a little oil over medium heat. Add onions, garlic, and ginger, and sauté until the onions are translucent. Add cabbage, carrot, green peas, soy sauce, salt, and black pepper. Cook for about 5-7 minutes until vegetables are tender. Remove from heat and let it cool.

Assemble the Momos
Divide the dough into small balls. Roll each ball into a thin circle. Place a spoonful of the vegetable filling in the center. Fold the circle in half and pinch the edges to seal. Make pleats for a traditional look if desired.

Fry the Momos
In a deep frying pan, heat oil over medium heat. Once hot, gently place the momos in the oil, frying in batches. Fry until they are golden brown and crispy, about 5-7 minutes. Remove and drain on paper towels.

Serve
Serve the fried momos hot with your favorite dipping sauce or chutney.
