Make the Dough
In a large bowl, combine all-purpose flour and salt. Gradually add water and knead until you achieve a smooth and elastic dough. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a mixing bowl, combine minced mutton, chopped onion, garlic, ginger, green chili, coriander powder, cumin powder, salt, black pepper, and fresh coriander leaves. Mix well until all ingredients are evenly combined.

Assemble the Momos
Divide the dough into small balls. Roll each ball into a thin circle. Place a spoonful of the filling in the center of the circle. Fold the edges together to form a dumpling shape. Repeat until all dough and filling are used.
Cooking

Steam the Momos
Set up a steamer and steam the momos for about 15-20 minutes, or until the dough is cooked through.

Prepare the Chili Sauce
In a pan, heat oil over medium heat. Add minced garlic and sauté until fragrant. Stir in red chili powder, soy sauce, vinegar, sugar, and salt. Cook for a few minutes until well combined.
