Prepare the Vegetable Filling

Mix the Vegetables
In a large bowl, combine the finely shredded cabbage, grated carrot, thinly sliced bell pepper, chopped green onions, minced garlic, and grated ginger.

Season the Filling
Add the soy sauce, sesame oil, salt, and black pepper to the vegetable mixture. Toss until all ingredients are evenly coated and set aside.
Assemble the Spring Rolls

Prepare the Wrapper
Take a spring roll wrapper and lay it flat on a clean surface with one corner pointing towards you.

Fill the Wrapper
Place 2-3 tablespoons of the vegetable filling near the corner closest to you. Fold the corner over the filling and tuck it in tightly.

Roll and Seal
Fold the sides of the wrapper inward and continue rolling it away from you until you reach the opposite corner. Use a little water to seal the edge of the wrapper.
Fry the Spring Rolls

Heat the Oil
In a deep frying pan, heat the vegetable oil over medium-high heat until it reaches about 350°F (175°C).

Fry the Spring Rolls
Carefully add the spring rolls to the hot oil, frying them in batches if necessary. Fry until they are golden brown and crispy, about 3-4 minutes per side.

Drain and Serve
Once fried, remove the spring rolls with a slotted spoon and place them on paper towels to drain excess oil. Serve hot.
