Prepare the Filling
In a mixing bowl, combine the crab meat, cream cheese, finely chopped green onions, garlic powder, salt, and black pepper. Mix well until all ingredients are thoroughly combined.

Assemble the Rolls
Take a wonton wrapper and place about 1 tablespoon of the crab mixture in the center. Moisten the edges of the wrapper with water. Fold the wrapper over the filling to create a triangle, pressing the edges to seal tightly. Alternatively, you can roll it into a cylinder shape.

Heat the Oil
In a deep frying pan or pot, heat the vegetable oil over medium heat until it reaches about 180°C (350°F).

Fry the Rolls
Carefully add the crab cheese rolls to the hot oil in batches, making sure not to overcrowd the pan. Fry for about 3-4 minutes or until they are golden brown and crispy. Use a slotted spoon to remove them and drain on paper towels.

Arrange the crab cheese rolls on a serving platter. Serve hot with your choice of dipping sauce, such as sweet chili sauce or soy sauce.
