Prepare the Filling
In a large bowl, combine the shrimp, water chestnuts, ginger, scallions, soy sauce, sesame oil, cornstarch, salt, and black pepper. Mix well until all ingredients are evenly combined.

Assemble the Dumplings
Place a dumpling wrapper in the palm of your hand. Add about 1 tablespoon of the filling to the center of the wrapper. Wet the edges of the wrapper with water and fold it in half, pinching the edges to seal. You can pleat the edges for a decorative touch.

Cook the Dumplings
Bring a pot of water to a boil. Place the dumplings in a steamer basket lined with parchment paper. Steam the dumplings for about 6-8 minutes or until the shrimp is cooked through and the wrappers are translucent.

Serve
Serve the shrimp dumplings hot with soy sauce or your favorite dipping sauce.
