Prepare the Fish
Clean and scale the whole fish, then pat dry with paper towels. Season the fish inside and out with salt and pepper.

Coat the Fish
Dredge the fish in cornstarch until evenly coated. Shake off any excess cornstarch.

Fry the Fish
Heat the vegetable oil in a large pan over medium-high heat. Once hot, carefully add the coated fish and fry for about 6-8 minutes on each side until golden brown and crispy. Remove and drain on paper towels.

Make the Black Bean Sauce
In a small saucepan, combine black bean paste, soy sauce, sugar, rice vinegar, and water. Bring to a simmer and cook for about 5 minutes until slightly thickened.

Prepare the Salad
In a bowl, combine the sliced scallions, julienned ginger, sesame oil, and lime juice. Toss to combine.

Serve
Place the crispy fish on a serving platter, drizzle with black bean sauce, and top with scallion and ginger salad.
