Preparation of Filling

Sauté the Vegetables
In a large skillet, heat 1 tablespoon of vegetable oil over medium heat. Add the minced garlic and sauté for about 30 seconds until fragrant.

Add Vegetables
Add the julienned carrots, shredded cabbage, thinly sliced bell peppers, and chopped green onions. Stir-fry for about 5-7 minutes until the vegetables are tender but still crisp.

Season the Filling
Pour in the soy sauce and sesame oil. Season with salt and pepper. Mix well and cook for an additional 2 minutes. Remove from heat and let cool.
Wrapping and Cooking

Prepare the Wrappers
Lay a spring roll wrapper on a flat surface with one corner pointing toward you. Place about 2 tablespoons of the vegetable filling near the corner closest to you.

Roll the Wrapper
Fold the corner over the filling, roll tightly, then fold in the sides, and continue rolling until the spring roll is sealed. Repeat with remaining wrappers and filling.

Heat the Oil
In a deep skillet or frying pan, heat the vegetable oil over medium-high heat until shimmering.

Fry the Spring Rolls
Carefully add the spring rolls to the hot oil, a few at a time, and fry for about 3-4 minutes on each side or until they are golden brown and crispy. Remove and drain on paper towels.

Serve
Serve the spring rolls hot, with dipping sauce of your choice.
