Prepare the Batter
In a large bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in cold water until a smooth batter forms.

Heat the Oil
In a deep skillet or frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Fish
Dip each fish fillet into the batter, allowing excess to drip off. Carefully place the coated fillets in the hot oil. Fry until golden brown and crispy, about 3-4 minutes per side. Remove and drain on paper towels.

Prepare the Sauce
In a small bowl, mix together the mayonnaise, minced chipotle peppers, lime juice, garlic powder, and salt. Stir until well combined. Adjust seasoning to taste.

Warm the Tortillas
Heat the corn tortillas in a dry skillet for about 30 seconds on each side until warm and pliable.

Place a few pieces of crispy fish on each tortilla. Top with cabbage slaw and drizzle with chipotle sauce. Serve immediately.
