    Cook the Rice

    Rinse the white rice under cold water until the water runs clear. In a saucepan, combine the rinsed rice with 4 cups of water. Bring to a boil, then reduce heat to low, cover, and cook for about 18-20 minutes until the rice is tender. Remove from heat and let it sit covered for an additional 5 minutes.

    Prepare the Beef Patties

    In a bowl, mix the ground beef with soy sauce, salt, and black pepper. Form the mixture into two patties.

    Cook the Patties

    In a skillet, heat the vegetable oil over medium heat. Add the beef patties and cook for about 4-5 minutes on each side or until they are cooked through and browned. Remove from the skillet and set aside.

    Fry the Eggs

    In the same skillet, crack the eggs and cook sunny side up until the whites are set but the yolks are still runny, about 2-3 minutes.

    Assemble the Loco Moco

    On a plate, place a scoop of sticky rice, top with a beef patty, pour brown gravy over the patties, and finish with a sunny side up egg on top.
