Cook the Pasta
Bring a large pot of salted water to a boil. Add the rigatoni pasta and cook according to package instructions until al dente. Drain and set aside.

Prepare the Cheese Mixture
In a large bowl, combine the ricotta cheese, heavy cream, mozzarella cheese, Pecorino Romano cheese, salt, black pepper, and garlic powder. Mix well until smooth.

Combine Pasta and Cheese Mixture
Fold the cooked rigatoni into the cheese mixture until the pasta is evenly coated.

Prepare the Baking Dish
Preheat your oven to 350°F (175°C). Grease a baking dish with butter. Pour the pasta and cheese mixture into the dish.

Add Breadcrumbs
Sprinkle the breadcrumbs evenly over the top of the pasta mixture for a crunchy topping.

Bake
Bake in the preheated oven for 25-30 minutes, or until the top is golden brown and the cheese is bubbly.
