1. Prepare the Filling
In a mixing bowl, combine the crumbled Turkish feta cheese, chopped fresh parsley, and black pepper. Mix well until all ingredients are evenly distributed.
Assembling Borek
2. Assemble the Sigara Borek
Lay one sheet of filo pastry on a clean surface and brush it lightly with melted butter. Place another sheet on top and brush again with butter. Cut the layered pastry into long strips, about 10 cm wide. Take a tablespoon of the filling and place it at one end of the strip. Fold the sides over the filling and roll it tightly to form a cylinder. Repeat with the remaining sheets and filling.

3. Fry the Sigara Borek
In a large pot, heat the vegetable oil over medium heat. Once the oil is hot (around 180°C or 350°F), carefully add the rolled sigara boreks in batches. Fry them until they are golden brown and crispy, about 3-4 minutes per side. Remove from the oil and place on paper towels to drain excess oil.
