Preheat the Oven
Preheat your oven to 350°F (175°C) and prepare a 9x13 inch baking dish by greasing it or lining it with parchment paper.

Mix Dry Ingredients
In a large bowl, combine the rolled oats, flour, brown sugar, baking powder, and salt. Mix well until all dry ingredients are evenly distributed.

Melt Butter
In a small saucepan, melt the butter over low heat. Remove from heat and let it cool slightly.

Combine Wet Ingredients
In a separate bowl, mix together the melted butter, lemon juice, lemon zest, and vanilla extract.

Combine Mixtures
Pour the wet ingredients into the dry ingredients and stir until just combined. The mixture will be thick.

Bake
Spread the mixture evenly into the prepared baking dish. Bake for 25-30 minutes, or until the edges are golden brown and a toothpick inserted into the center comes out clean.

Cool and Cut
Remove from the oven and allow to cool in the pan for about 10 minutes before transferring to a wire rack to cool completely. Once cool, cut into bars and serve.
