Make the Pastry
In a large bowl, whisk together the flour, sugar, and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in the ice water, adding more if needed, until the dough holds together. Divide the dough into two discs, wrap in plastic, and refrigerate for at least 30 minutes.

Prepare the Filling
In a medium saucepan, combine blueberries, sugar, cornstarch, lemon juice, and cinnamon. Cook over medium heat, stirring gently until the mixture thickens and bubbles. Remove from heat and let it cool.

Roll Out the Pastry
Preheat your oven to 375°F (190°C). On a floured surface, roll out one disc of dough to about 1/8 inch thick. Cut into rectangles (about 3x4 inches). Repeat with the second disc.

Assemble the Pop Tarts
Place half of the rectangles on a baking sheet lined with parchment paper. Spoon blueberry filling onto each rectangle, leaving a border. Top with the remaining rectangles and press the edges to seal. Prick the tops with a fork.

Bake in the preheated oven for 20-25 minutes, or until the pastry is golden brown. Remove and cool on a wire rack.

Make the Icing
In a small bowl, whisk together powdered sugar, milk, and vanilla extract until smooth. Drizzle over the cooled pop tarts.
