Prepare the Fish
Rinse the fish fillets and pat them dry with a paper towel. Cut them into sandwich-sized pieces.

Make the Battering Mixture
In a bowl, combine the flour, cornstarch, baking powder, salt, and black pepper. In another bowl, whisk together the egg and milk. Gradually add the wet ingredients to the dry ingredients until combined.

Heat the Oil
In a deep skillet or frying pan, heat the vegetable oil over medium-high heat until hot.

Batter and Fry the Fish
Dip each piece of fish into the batter, allowing any excess to drip off. Carefully place the battered fish into the hot oil and fry for about 3-4 minutes on each side, or until golden brown and cooked through. Remove and drain on paper towels.

On the bottom half of each burger bun, place a lettuce leaf, a piece of fried fish, a couple of tomato slices, and a dollop of tartar sauce. Top with the other half of the bun and serve immediately.
