Prepare the Marinade
In a large bowl, combine soy sauce, honey, garlic powder, ginger powder, sesame oil, rice vinegar, Korean red pepper flakes, salt, and black pepper. Mix well.

Marinate the Wings
Add the chicken wings to the marinade and toss to coat. Cover and refrigerate for at least 1 hour, or overnight for best results.

Preheat the Oven
Preheat your oven to 425°F (220°C).

Bake the Wings
Line a baking sheet with foil and place a wire rack on top. Arrange the marinated wings in a single layer on the rack. Bake for 30-35 minutes, or until the wings are crispy and cooked through, flipping halfway through.

Garnish and Serve
Remove the wings from the oven and let them rest for a few minutes. Garnish with chopped green onions and sesame seeds before serving.
