Prepare the Ingredients

Soak the rice cakes in warm water for about 30 minutes, then drain. Chop the vegetables and prepare the fish cakes.

Sauté the Vegetables

In a large pan, heat the sesame oil over medium heat. Add the minced garlic, chopped cabbage, and julienned carrots, and sauté for about 3-4 minutes until softened.

Cook the Ddeok

Add the soaked rice cakes and fish cakes to the pan, stirring well to combine with the sautéed vegetables.

Make the Sauce

In a bowl, combine the soy sauce, sugar, and water. Pour this mixture into the pan and bring to a simmer. Cook for about 5 minutes until the sauce begins to thicken.

Add Cream and Cheese

Reduce the heat to low and stir in the heavy cream and grated cheddar cheese. Cook for an additional 2-3 minutes until the cheese is melted and the sauce is creamy.

Season and Serve

Season with black pepper to taste. Garnish with chopped green onions before serving.
