Marinade the Chicken
In a large bowl, combine soy sauce, minced garlic, grated ginger, sugar, black pepper, and salt. Add chicken wings and mix well to coat. Cover and refrigerate for at least 1 hour, preferably overnight.
Prepare the Batter
In a mixing bowl, whisk together all-purpose flour, cornstarch, and baking powder. Gradually add cold water and the egg, mixing until smooth and well combined.
Fry the Chicken
Heat oil in a deep pan or fryer to 350°F (175°C). Remove chicken from marinade and dip each piece into the batter, allowing excess to drip off. Fry in batches until golden and crispy, about 8-10 minutes. Transfer to a wire rack to drain excess oil.
Prepare the Sauce
In a small bowl, mix gochujang, honey, sesame oil, rice vinegar, and minced garlic until well combined.
Coat the Chicken
Toss the fried chicken wings in the sauce until evenly coated. Sprinkle with toasted sesame seeds before serving.
