    Prepare the Ingredients

    Soak the rice cakes in water for about 30 minutes if they are hard. Slice the fish cakes into bite-sized pieces.

    Make the Sauce

    In a medium bowl, mix together the gochujang, gochugaru, soy sauce, and sugar. Set aside.

    Cook the Ddeok-Bokki

    In a large skillet or pan, heat the vegetable oil over medium heat. Add the soaked rice cakes and stir-fry for about 3 minutes.

    Add Water and Sauce

    Pour in the water and the sauce mixture. Stir well to combine. Bring to a boil and let it simmer for about 10 minutes, or until the sauce thickens and the rice cakes are tender.

    Add Fish Cakes

    Add the fish cakes and cook for an additional 2-3 minutes, until heated through.

    Serve

    Remove from heat and garnish with chopped green onions and sesame seeds. Serve hot.
