Prepare the Dough
In a large bowl, combine the flour and salt. Slowly add water and vegetable oil, mixing until a dough forms. Knead the dough for about 5 minutes until smooth. Cover with a cloth and let it rest for 30 minutes.

Prepare the Filling
In a skillet, heat a tablespoon of vegetable oil over medium heat. Add the chopped onions and garlic; sauté until translucent. Add the ground beef, cumin, coriander, salt, and pepper. Cook until the beef is browned. Remove from heat and let cool.

Assemble the Sambusas
Roll out the dough on a floured surface to about 1/8 inch thick. Cut into circles or squares. Place a spoonful of the filling in the center, fold over to create a triangle, and press the edges to seal. Use a fork to crimp the edges for extra sealing.

Fry the Sambusas
Heat vegetable oil in a deep frying pan over medium-high heat. Once the oil is hot, carefully add the sambusas in batches, frying until golden brown on both sides (about 3-5 minutes each). Remove and drain on paper towels.
