Prepare the Chicken
In a large bowl, combine garlic powder, Sazon seasoning, chicken bouillon, chopped cilantro, chili pepper flakes, salt, and black pepper. Mix well. Add the chicken pieces to the bowl and coat them evenly with the seasoning mixture. Cover and let marinate for at least 30 minutes.

Prepare the Flour Coating
In a separate shallow dish, add the all-purpose flour. Season the flour with a pinch of salt and black pepper. Mix well.

Heat the Oil
In a large, deep skillet or fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Dredge the Chicken
Take each marinated chicken piece and dredge it in the seasoned flour, pressing gently to ensure the flour adheres well.

Fry the Chicken
Carefully place the coated chicken pieces into the hot oil, ensuring not to overcrowd the skillet. Fry for about 10-12 minutes per side, or until golden brown and cooked through. Use a meat thermometer to check that the internal temperature reaches 165°F (75°C).

Drain and Serve
Once cooked, remove the chicken from the oil and place on a wire rack or paper towel-lined plate to drain excess oil. Serve hot.
