Prepare the Marinade
In a bowl, combine soy sauce, brown sugar, minced garlic, grated ginger, and dried orange peel. Mix well.

Marinate the Beef
Cut the beef flank steak into thin strips. Add the beef to the marinade, ensuring all pieces are well coated. Let it marinate for at least 30 minutes, or up to 2 hours in the refrigerator.

Cook the Beef
Heat vegetable oil in a large skillet or wok over medium-high heat. Add the marinated beef (reserve the marinade) and stir-fry for 3-4 minutes until browned.

Thicken the Sauce
Add the reserved marinade to the skillet and bring to a boil. Mix cornstarch with 2 tablespoons of water and add it to the skillet to thicken the sauce. Cook for an additional 2 minutes.

Remove from heat, garnish with sliced green onions and toasted sesame seeds. Serve hot with rice or noodles.
