Prepare the Chicken
Cut the chicken breasts into bite-sized pieces and season with salt and pepper. Set aside.
Make the Sauce
In a bowl, whisk together soy sauce, rice vinegar, sugar, cornstarch, and sesame oil until well combined. Set aside.
Cook the Chicken
In a large skillet or wok, heat 2 tablespoons of oil over medium-high heat. Add the chicken and stir-fry until golden brown and cooked through, about 5-7 minutes. Remove chicken from the skillet and set aside.
Stir-Fry Vegetables
In the same skillet, add the dried red chilies, red and green bell peppers. Stir-fry for about 3-4 minutes until the vegetables are tender-crisp.
Combine Everything
Return the chicken to the skillet with the vegetables. Pour the sauce over the mixture and stir everything together. Cook for an additional 2-3 minutes until the sauce thickens slightly.
Serve
Remove from heat, sprinkle with peanuts and sliced green onions before serving. Serve hot with steamed rice.
