In a bowl, whisk together the soy sauce, rice vinegar, cornstarch, sesame oil, and red pepper flakes. Set aside.

In a large skillet or wok, heat the peanut oil over medium-high heat. Add the minced garlic and ginger, sauté for about 30 seconds until fragrant.

Add the diced red bell pepper and zucchini to the skillet. Stir-fry for about 3-4 minutes until they start to soften.
