Prepare the Shrimp
In a bowl, toss the shrimp with cornstarch until well-coated. Set aside.

Heat the Oil
In a large skillet or wok, heat the vegetable oil over medium-high heat until hot.

Fry the Shrimp
Add the coated shrimp to the hot oil and fry until golden brown, about 2-3 minutes per side. Remove the shrimp and drain on paper towels.

Make the Sauce
In the same skillet, remove excess oil, leaving about 1 tablespoon. Add garlic, ginger, and dried red chilies, stir-frying for about 30 seconds.

Combine Ingredients
Add soy sauce, rice vinegar, and sugar to the skillet. Stir until the sugar is dissolved.

Finish the Dish
Return the fried shrimp to the skillet, coating them in the sauce. Drizzle with sesame oil and toss to combine.

Garnish with chopped green onions and serve immediately over steamed rice.
