Prepare the Cauliflower
Cut the cauliflower into bite-sized florets and set aside.

Make the Tempura Batter
In a bowl, combine the all-purpose flour, cornstarch, baking powder, and salt. Gradually whisk in cold water until the batter is smooth.

Heat the Oil
In a large pot or deep fryer, heat the vegetable oil to 350°F (175°C).

Fry the Cauliflower
Dip the cauliflower florets into the tempura batter, allowing excess batter to drip off. Carefully place them in the hot oil and fry until golden brown and crispy, about 3-4 minutes. Remove and drain on paper towels.

Toss with Sauce
In a large bowl, toss the crispy cauliflower with the sweet chili sauce until well coated.

Garnish and Serve
Sprinkle sesame seeds over the cauliflower and garnish with chopped scallions before serving.
